Nomo Mena PDL2 Customary Landowners Union Inc. was Incorporated on the 9th of December 2021

for the rights and interests of the most impacted & affected twenty seven (27) Incorporated Landowner Groups of Namo’Aporo (Fasu) customary landowners of Petroleum Development License 2 (PDL2) Kutubu Project, whose customary land hosts the following Petroleum Installations and Supporting Facilities in PDL2, Kutubu Project

In the past, the Kutubu area was largely untapped, despite its rich natural resources and potential for development. Landowners faced challenges in accessing opportunities and receiving fair compensation for resource extraction on their land. This historical injustice spurred our community to advocate for change and equitable development.

The PDL2 Kutubu Project was a foundation Oil & Gas Project in Papua New Guinea that began in 1990 and was commissioned under the repealed Petroleum Act 1998 and constitutes twelve (12) graticules blocks namely block 2005, 2006, 2077, 2078, 2079, 2150, 2151, 2152, 2224, 2225, 2297 & 2296.

 

The Petroleum activities in PDL2 are only concentrated on blocks 2151, 2079 & 2078 that hosts the Petroleum Installations & Supporting Facilities which the twenty Seven 27 ILG’s under Nomo’Mena Customary Landowners Union Inc. originate from.

 

In the early days of PDL2 Kutubu Project, there were no adequate provisions for the scrutiny regarding the identification of project area land owner beneficiaries as in now being adequately provided for under the Oil & Gas Act 1998 (OGA1998). There is sufficient provision in Section 169A of the OGA 1998 to vet & determine customary landowners of existing projects Like PDL2 and that remains a legacy issue that needs to be addressed immediately.

 

As such no proper Social Mapping, Clan Vetting, Environmental Studies and even Socio Economic Research were done and this remains legacy issues that have caused further disharmony within the impacted & affected areas of PDL2 and the wider Papua New Guinea that hosts Oil, Gas, gold and other minerals.

 

As the President for Nomo’Mena PDL2 Customary Landowner’s Union Inc., I want to make sure that this time, our people do it better by dealing with the Department of Lands & Physical Planning and making sure that for each of the twenty (27) ILG re-registration, the following must be done;

 

  • Land Investigation Report (LIR) by the Department of Lands & Physical Planning,
  • Proper Social Mapping & Clan vetting,
  • National Identity (NID) for all ILG Executives & Members from Civil Registry as per the Amended Land Group Incorporation Act 2009,
  • Land Boundary and Mapping by the Department of Lands & Physical Planning & Titles issued to the twenty seven (27) ILG Groups,
  • Proper awareness done.

 

For this to happen we have endeavoured to reach out to the Registrar of Incorporated Land Groups under the Department of Lands & Physical Planning for costings associated with the above, also the PNG NID & Civil Registry & other stakeholders.
